	Since the number of people who think they know how to
do artificial intelligence is rather large, the mere assertion
that one can do it doesn't attract much attention or money.
The most straightforward procedure is to write a scientific
paper describing your proposed mechanism and submit it to
a scientific journal - in this case %2Artificial Intelligence%1.
The most usual procedure is to become a student of a university
that specializes in the subject.  You might also discuss your
ideas with people in your area who work in AI.  The U.C. Irvine
computer science department has a number of such people.

	In any case, the first step is try to write up the ideas,
because difficulties often show themselves when you try to write.
